Just to clear, you mean a setting to control who can see the icon and upload?
It would be very helpful to be able to limit the functionality by group - as being able to access the video service account is quite a powerful thing and a bit ripe for abuse.

On a side note, about vimeo, there is a work in progress I’ve already pushed some bit (though It needs some work to handle edge situations) that allows vimeo to request an auth (similar to google), so video is uploaded to the user’s space (instead of using the admin space). You just need to provide Vimeo OAUTH client ID setting.
