The red one may be something custom. If you can send the link to the site you’re inspired by, perhaps the origin can be traced.

The screenshot you posted is not using the welcome banner that comes with the theme, but instead uses this [Welcome Link Banner](https://meta.discourse.org/t/welcome-link-banner/218743) component.
