ماذا يعني refresh: true في settings.yml؟

I saw refresh: true in a TC’s settings.yml before. I saw this post but I’m still not really understanding it - what does this do when applied to settings?

When the setting is changed, all active clients will perform a full page refresh whenever they next navigate between pages. So this is useful if you want a setting change to take effect without needing to wait for everyone to naturally close/open their browsers.
