Я не совсем уверен — кто-то из тех, кто участвовал в добавлении этой функции, должен будет высказаться. Но, скорее всего, это связано с [представлением Discourse Chat (PRE-ALPHA)](https://meta.discourse.org/t/introducing-discourse-chat-pre-alpha/210734). В чате часто используют `@here` или `@all`, когда нужно привлечь внимание всех участников канала.
