Control, alt e shift são modificadores. Se você pressioná-los e soltá-los, em, digamos, seu processador de texto, nada acontece.

Se a tecla faz algo por si só, então você a pressiona e solta.

Editar: ah, mas entendo que a documentação deveria ser mais clara.
