Discourse is available under an open source license. You can grab the sourcecode from [Github](https://github.com/discourse/discourse).

For hosting, there’s at least [one third-party provider](https://www.communiteq.com/) that offers fully managed forum hosting.

Not to take away from the [discourse.org](http://discourse.org) team but setting Discourse up via Docker on Digital Ocean is reasonably priced and easy to get going. If I can do it I’m sure anyone can 😉
