我不确定具体原因，但在决定是否显示仅用于受限类别的标签时可能存在一些困难。我认为，如果启用了 `Include secure categories in tag counts`（在标签计数中包含安全类别）站点设置，那么受限类别上的标签将对所有人可见。

但是，我认为如果禁用了该设置，并且该标签至少应用于公共类别中的一个主题，那么该标签在标签列表中也会显示出来，并且计数会根据您的权限正确显示。所以，我不确定为什么如果它仅用于受限类别时会被隐藏。
