Falsche Basis-URL in der Benachrichtigungsebene des Themas (tracking)

I created two PRs related to this codepath:

FIX: missing / after basePath was causing the URL to be relative

FIX: NotificationLevels import was incorrect

Should fix it once merged. Thanks for report.
