Thaks for your reply Simon, our configurarion is OK (TL1) but nobody than Admins can send PMs.
The issue is not around this. And it’s probable related to encrypt but I just disabled and removed the plugin and the issue persists.
BTW that’s the second time I try to search ‘private messages’ instead ‘personal messages’ on Discourse config
