Does Meta use it? I thought I saw @system tagging a topic a few days ago.

It might be a hassle to setup, but if Discourse is already generating embeddings (for semantic search) for new topics, you could probably generate embeddings for tag descriptions, then use semantic similarity to suggest tags for new topics, or auto-tag existing topics.
