Form templates preview broken with tag group

  • Enable experimental form templates
  • Create a template with a tag group selector
  • Preview
  • Tags are not populated
  • Preview does not close

When actually using the template in topic creation, the tags are populated fine.

Errors:

  • TypeError: this.wrapperElement is undefined
  • Error: VM BUG: Target must be set before attempting to jump

I investigated and found that the reason is that the process tag group step is not executed. These two PRs should solve this problem.
