El problema parece estar con el espejo chino de NPM (establecido por web.china.template.yml). Si visito la misma URL en el sitio principal de NPMJS, funciona bien
No estoy muy seguro de qué hacer a partir de aquí. ¿Quizás podrías intentar contactar a npmmirror.com para reportar el paquete faltante?
