Described here - https://meta.discourse.org/t/bulk-tag-creation-rejects-tags-wit…h-uppercase-letters/393744/8 There are various ways to create tags, one new method being "bulk create" from `/tags` page and also the composer. However, not everywhere goes through the same cleanup This PR centralises cleanup (squashing, squeezing, etc) and covers the `a--b` case.
