The ‘download remote images’ setting converts remote (hotlinked) images to local images by downloading them.
This works for forum posts, but chat does not yet support this feature.
This would be great to add, especially for sites that also have ‘block hotlinked media’ turned on. With both those settings enabled, it currently causes remote images to just become URLs instead of images, which is boring/unengaging to look at. Downloading remote images will help make chat more dynamic and lively.

Ah I think I understand the request.
The workaround is to Copy & Paste the image, which should upload it.
If you paste the link it doesn’t seem to do that.
While this is a solid work around for people who know about it, this doesn’t work so well with some of my less technically inclined friends
