Hello Discourse team,
Could you tell me how long it will take for this forum (meta.discourse.org) to update to the latest version when a new version is released? I need this information to check the translation.

This forum is very up to date. The current version is Commits · discourse/discourse · GitHub. So all translations that were merged into Discourse are available here. Translations from the past few days haven’t been merged yet.

Thank you. That’s great to know. I also want to ask if there’s a way to know which version a community running Discourse is using? So if their version is too outdated, I can notify the administrator.

if you view the page source it’s right at the top:

[Canapin (Coin-coin le Canapin)]

A meta tag can be found in the HTML code of Discourse’s pages. Example:
