Update: The old admin top navigation has been officially deprecated and will be removed in the 3.4 release. The sidebar navigation has seen huge improvements lately and, going forward, will be the only way to navigate the Discourse admin. The filter is at the top of the sidebar in the /admin section (so not the main site sidebar).
