This is not a bug. We are not supporting the horizontal admin nav anymore and everyone should be moving to the admin sidebar. If you want you can acess it using the review link in the forum sidebar.

Introducing admin sidebar navigation

Update: The old admin top navigation has been officially deprecated and will be removed in the 3.4 release. The sidebar navigation has seen huge improvements lately and, going forward, will be the only way to navigate the Discourse admin.
