But the fact that some default user fields can’t appear on the registration form is a strange limitation. Is the refusal to allow this due to a technical or a philosophical reason?

No, that is not possible.

Require standard profile fields during registration?

No, they can’t be made mandatory. If you have strict enterprisey needs for sign up & login management, your best bet is to use an specific tool for that and SSO bridge it to Discourse.
