Allow mods to create tags from a topic's title

Hey, how can I allow my moderators to create a new tag while editing a topic’s title, like this screenshot shows?

I as an admin can do it, but my mods cannot.

Moderators should be able to create tags…

In the site setting Create tag allowed groups, admins and moderators cannot be removed:

I read somewhere that it used to be limited to just admins by default, but not sure when that changed. You’re not running an older Discourse version, are you?

Any other options I should check?

Can you share what your mod sees instead when they try to create a tag?

Are they a category moderator, or do they have full moderator permission? Does it work in another category, or does the problem occur in all categories?
