The current behavior is by design. But I can see how it would be useful to allow members who are not moderators or admins to specify the topic when creating an invite

Not trying to argue, but this line in the docs:

@Discourse

Non-staff users can only invite people to a topic if it’s in a public category.

suggests otherwise.

That’s why I was suggesting it might be a bug.
