Hi - I want to have two categories.
- Admin only - only admin can create new topics (threads). But anybody can reply.
- General - anyone can create new topics/reply.
Is this possible?

It should work if you create the category and apply these settings in the Security tab:
Sure, just create that category and set security to everyone - create/reply/see
