Announcing AI credentials

We just completed a large refactor that shifted all credentials Discourse AI uses (tools/embeddings and LLMs) to a central store:

This solves a long-standing pain point around tool distribution (you can now easily distribute tools that require secrets). It also makes it significantly easier to rotate credentials and add new models.
