Você poderia usar o plugin bem escrito e bastante estável Discourse Dynamic Groups para preencher dinamicamente um grupo de moderadores ‘não-ativos’ - e ocultar este grupo usando a configuração acima. Isso alcançaria o que você procura, eu acho.
