Business plugins and install on-premise

Hi!
I’m a little bit confused. I understand that if I setup a Discourse on your servers I’ll have all the plugins (the business ones on the business plan and so on). But what if I want to setup Discourse on-premise? Are plugins exclusive to your servers?

Install plugins on a self-hosted site
