Can an admin/moderator reply to a post author’s post that is in review for approval without approving it, and can that post only be visible to the admin/moderator and the post author?

No, It’s not possible. Pending topics aren’t even in the topics database table and we can’t interact with them in such a way. 
I was wrong. My very secret Jammiest sources tell me that this can be done through the Revise option from the review queue:
