Yes, it is possible to change the reply minimum length.
You can visit admin > settings > posting and modify the min post length setting to your liking.
Does it apply not only to posting content but also to the length of comments(reply)?
This particularly applies to reply. There is a similar setting to control the length of topic (first post) and private messages as well.
/admin/site_settings/category/posting?filter=length shows a few other options you may be interested in.
