Are you talking about disabling email verification? If so then no, there’s no means to disable email verification.
Email is fairly central to Discourse, it’s imperative that you have a valid email address for your users, which is why addresses need to be verified.

If they use a social login or other authentication method that proves that they actually own the email address, then you don’t have to do an email validation (since it’s been validated already).
