ActivityPub対応トピックの一部で全投稿が公開不可

This topic: Get data from excel or Excel Vlookup and Hlookup is in a category that has first-post-only ActivityPub publication. However, in the admin modal, I see a “Publish All Posts” button. When I press it, I get an error.

We should likely not show this button at all if the topic doesn’t have full topic publication type, right @angus?
