I guess it’s because of this mysterious part of Google’s guidelines:
rely on our own heuristics to understand your content.

This was already established the last time this topic came up. 100% confirmed and known… but glad @neil found a fix related to moving those hints to <head>
The head section will now have <link rel="next|prev" ... >.
