Can it be that a user does not have the authorization to adjust the heading or tags if the option is selected?
Yes. That is correct. That setting guarantees being able to edit the topic itself forever. However, not the topic tile or tags etc. To accomplish that, you have to set the settings below to 0 which mean that users will be able to edit the title and tags forever.

But that doesn’t sound very favorable either, I would only like to have it in one category.

As that’s not currently a feature, you can create a Feature request.
I admit that (in my mind) it is a bit odd saying ‘unlimited… edits on first post’ but then there is another setting that separately controls the title and tags.
