  1. Create a new tag T in a new tag group TG.
  2. Restrict the tag group TG to a certain category C.
  3. Restrict the tag group TG visibility to a ceratain user group UG.
  4. Restrct the category C visibility to that same user group UG.
  5. Restrict the tag group TG usage to that category C in the category’s settings.
  6. Create a few topics TTT in the category C.
  7. Select multiple topics TTT while in the category topics view.
  8. Bulk Actions → Append Tags
  9. The tag T is not available. This is a bug.

Note: opening individual topics TTT one by one and attaching that same tag T to them works fine.

I believe this has been addressed in the new bulk action method. (:partying_face:). Could you add the admin group to experimental topic bulk actions enabled groups and see if that works for you?
