Category Options Are Limited After Clicking a Category and Going Home

I should hve all of my normal category options, but for some reason after viiting a category and reutnring home you’re forces to create a topic in just that category.

Can you replicate this here on Meta without the sidebar?

Seems to be Siderbar specific.
