We are looking for a way to have messages on a category that would not only appear on the category “home” page, but also at the top of all topics within that category. Is there currently a way to achieve this? We have created some pinned topics, but, of course, those only appear on the category home…

I second the desire for this. Essentially, the ability to get a message across to everyone trafficking in a specific category.

You could achieve this with a custom theme component. There is no built in way in Discourse to do this.
