Changes made to themes are not visible to logged out users.

Steps to replicate:

Edit a theme:

Add some code to Common > After Header:

Save the changes.

Logged in view:

Logged out view:

Isn’t that because this isn’t the default theme as show in the first screenshot?

Not logged users get the default theme.

Looks like I hadn’t ticked either of the two themes to be enabled by default
