Registered a deterministic mock capabilities service for the S3 CDN rendering tests so the video source assertion is not browser-dependent when Safari/iOS handling would append `#t=0.001`. `bin/lint plugins/chat/test/javascripts/components/chat-upload-test.gjs` passed; focused QUnit could not run in this worker because `frontend/discourse/dist` is missing.
