I know that you have to visit between 12:00 AM - 11:59 PM UTC for a day to be counted, but I want to know how long you have to visit for it to be counted.

I don’t think there’s a minimum. You just need to have turned up. 
For the Visits metric for getting to TL3 I think it works on ‘Visit + read a post’, which can catch a few people out. It’s more like ‘Posts Read: unique days’.
