Cleaner handling of multiple consecutive replies by the same user?

Thanks to @nbianca we now have two settings for this:

  • An educational panel that appears after 2 sequential replies by the same user
  • A default block of any further replies after 3 sequential replies by the same user

We also have a merge posts tool for staff.
