Continuing from Plugin Conflict Between Brand Header and Versatile Banner - #6 by philh per suggestion from @Juan_David_Martínez

In the interest of simplifying the plugin pool, minimizing load during rebuild, ensuring updated and current plugin code and, well, making me super happy (and grateful) I suggest:

  1. Combining Brand Header and Header Submenus? It seems one plugin could take the place of two if top link functionality was added to Header Submenus.
  2. Making the resulting plugin official and including in core.
