Composer stuck in "Saving" state when topic requires moderation

Hello

When a user submits a new topic that is subject to mandatory moderator approval (placed into a pending state), the composer does not fully complete the submission cycle.

Steps to reproduce:

1. Log in as a user whose posts require approval (or in a category where all topics are moderated e.g. Theme component)
2. Create a new topic.
3. The topic is correctly sent to the moderation queue (Pending).

• The composer is stuck in Saving state.
• The draft is not cleared from the user’s drafts.

No errors in the browser console during the “Saving” state.
