これはDiscordのバグのように見えます。

HTMLは改行を無視するので、改行が必要な場合は<br>を使用するか、<p>内に記述する必要があります。

Discordからコピー&ペーストする際のHTML形式に関するご懸念について理解いたしました。

いただいた問題をレビューしたところ、アプリケーションによってコピーされた複数行のテキストの処理方法が異なることがわかりました。NotepadやGoogle Spreadsheetのように元の行間を維持するものもあれば、Google DocsやDiscourseのようにそうでないものもあります(ご指摘の通りです)。

私たちは、複数のプラットフォームやアプリケーションで機能が動作するように努めていますが、各プラットフォームやアプリがこれらの機能を管理する方法が異なるため、困難な場合があります。

DiscordやDiscourseは変更されないようなので、Discordからコピーした場合は、マジックペーストのためにCTRL+SHIFT+Pを覚えておく必要があるようです。このバグは、他の誰かが問題に遭遇した場合のためにここに残しておきます。

(Firefox、Chrome、Edgeで、CF_HTMLの内容をファイルに保存して確認してみましたが、改行が含まれていました。Web開発については詳しくないので、彼らが生成しているものが「有効な」HTMLなのか、それともブラウザがHTML 1.1として解釈して不本意ながら正しくレンダリングするだけのHTMLなのかはわかりません。)
