Created a user from command line. Supposedly active, but isn't?

The admin interface shows the user is active:

But when trying to log in with the created user, it shows:

The workaround was to deactivate the user from the admin, then re-activate it.

Is it a bug, or supposed to be this way for some reason?

You can also delete the related EmailToken instance from the rails console manually.
