コマンドラインからユーザーを作成しました。アクティブのはずなのに、そうではない？

管理インターフェースでは、ユーザーがアクティブであることが表示されています。

しかし、作成したユーザーでログインしようとすると、以下のように表示されます。

回避策は、管理画面でユーザーを非アクティブにしてから、再度アクティブにすることでした。

これはバグですか、それとも何らかの理由でこの動作が想定されているのでしょうか？
