Yes, a lot of these are possible. You’d want to see the Discourse Topic Voting plugin, allowing users to upvote topics. You can see this in action in the Contribute > Feature category.
Also, for forms, see Introducing Form Templates for forms which the user can enter when creating a topic.
As for a list view, I think what could work is a topic filter with the filter as category:feature in:watching to show all topics in Contribute > Feature the user has created. Of course, you can change the category name to anything you like.
