Customizing the "About" page sub-header links

I really like the level of detail that Plex put in to developing their forum. One thing I like in particular, is that they managed to plant a Guidelines link into the sub-header of the About page:

Now, what if I don’t really need an FAQ? How can I modify the links in the About page sub-header; to re-write the FAQ link title and body into the Guidelines?

Is there a way to customize/ hijack those links that doesn’t involve hacking the site?

Pretty sure that happens automatically if you enter the faq url in your site settings.
