What is the default Category Notification for a topic?

I’m not sure I understand what you mean. Could you describe it in more detail or include a screenshot?

It depends 
There is a default notification level for the topic based on its category and tags (based on your tracking preferences, which are based on the tracking setting of groups you are a member of, and the default configuration in the site settings).
Once you interact with the topic, the preference for “automatically track topics I enter…” and “When posting…” can change the tracking status too.
