2. It would be great if we could place the ‘custom emojis’ category at the top and not at the bottom - these are specific to our category (and we’d like to promote their use) but currently practically invisible.

Funny @renato and I were talking about this very thing the other day, I think a setting would be a good idea “Pin custom emojis to top of reactions emoji window” or something like that.

@bartv we just added this, and the ability to import/export custom emoji in bulk!

Pinned emoji groups and bulk import/export of custom emojis

Emoji groups are now able to be pinned to the top of the emoji picker! And admins can import/export custom emojis in bulk. Through the site setting emoji_picker_pinned_groups via Admin > Emojis > Settings, admins can provide a list of emoji groups to move to the top of the picker.
