Perhaps we can give you a few tips on which theme components you can use to achieve a similar result.
Or do you have a budget for developing a theme? Then you could post in Marketplace to find someone who can develop it for you.

I’m not sure I understand, this is what I see:
This is a our standard theme with our full-width component, which you can use here on meta too.
The only difference I see is that they have added emojis for all their categories and tags, which is also a default feature, and it looks like theyre using the Right Sidebar Blocks component to show the top topics.
