If you’re using QQ for mail they have problems and many others have reported the same results:

You’ll need to use a different provider.

We haven’t had the first-hand opportunity to debug, but others have come to this conclusion.

It appears that the QQ mail server hangs up the connection prior to transmitting the acceptance of the message, so Discourse thinks it hasn’t been accepted when in reality it has.

I have also encountered a similar problem. Mailgun can be used.

Thanks for the reply. It seems it is indeed a QQ Mail issue; switching to a Google email should work.

We recommend not using gmail for this as it violates their TOS, but for doing a small-scale initial setup you’re probably fine.
