The drag-and-drop reordering feature in the /admin section appears to be broken. Stephen reported that they used to be able to reorder top bar entries by dragging them, but now can only click on each entry or remove them. pfaffman suggested that the interface was intentionally changed to require deleting and re-inserting entries in the desired order. However, Stephen found this impractical for larger lists, such as post menu and category colors. joffreyjaffeux proposed a potential solution involving copying and pasting a pipe-delimited list to reorder entries.
I was pretty sure that the last time I tried to change top bar order, I could just drag the ‘top bar’ entries around via ‘Admin->Settings->Basic Settings->top bar’ but today I can’t.
I can click on each entry, which applies the ‘is-highlighted’ style, but can’t otherwise interact other than hitting the x to remove them.
Was this a thing?

Yeah. I think that it was decided that the interface was too clunky and so now you just have to delete them an re-insert them in the order that you want.
That’s not too bad for 3/4 entries providing you take note before removal, but it also applies to everything including post menu (9 entries by default) and category colors (16 hex entries). Is that practical?
I have an idea in mind for this, where we could crtr+a and then ctrl+c and you could paste a pipe delimited list in your editor, change it and then paste it in the field and it would just work
