It shows twice in the composer and nowhere else (at least that’s the only place where it seems to be acting like this)

Yes, I can reproduce it as well.
It’s a side-effect of FEATURE: add icons and emojis to category (#31795) · discourse/discourse@d06c60c · GitHub.
In the code (ignore me), it seems to miss a default value.

So is this a new feature, the option to add the icons? I don’t think I remember having this before, but maybe I just overlooked it.

Yes, it was merged five days ago. This is another popular feature in a TC (Category Icons) that is incorporated into the core.

Correct. You can choose to use an icon or emoji when you edit a category.
